What is a safety register?
A safety register is a mandatory document in the safety management of an establishment, be it a company, a public institution, or any other type of structure.
This is a file of notebooks containing all information, documents and evidence relating to the safety of people and property on the premises. For example, inspections and observations by safety commissions, maintenance operations, fire department personnel, evacuation drills, useful addresses, etc.

The ERP safety register
The operator of an ERP building is obliged to keep a safety register containing the information required by the safety department:
- List of fire service personnel
- General and specific instructions in the event of fire
- Evacuation instructions taking account of different types of disability
- Dates of the various checks and verifications and the observations to which they gave rise
- Dates of conversion work, nature of work, names of contractor(s) and, if applicable, architect or technician responsible for supervising the work
The register can be in paper or electronic form. It is updated whenever information changes. It is systematically presented to the safety commission.

Is it compulsory to have a safety register?
Article R123-51 of the French Construction and Housing Code (Code de la Construction et de l'Habitation) makes it compulsory to keep a safety register for all establishments open to the public (ERP), for all establishments open to workers (ERT) and for certain apartment buildings.
The buildings concerned are, first and foremost, those less than 50 metres high with fire-fighting facilities or a covered parking lot with a surface area of between 100 and 6,000 square metres.
Secondly, high-rise buildings (IGH), i.e. buildings where the lowest floor of the last level is more than 50 meters above ground level for apartment buildings, and more than 28 meters for other buildings.
This register must be easily accessible, ideally at the security desk, as it can be requested at any time during a visit by the safety commission. In the event of a major problem (accident, fire with injuries or victims), it is the first document that the courts would refer to in order to check that safety measures have been complied with.
Who fills out the safety register?
Keeping the safety register up to date is the responsibility of the facility manager, or of the Single Safety Officer in the case of a group of facilities.
The safety register can be filled in by in-house or external maintenance technicians, inspection offices and SDIS (Service Départemental d'Incendie et de Secours).
What is the single safety register?
The single safety register brings together, in a single document, all the information collected in the various mandatory health and safety registers.
This is not compulsory, but authorized by law, to facilitate archiving and monitoring of periodic and technical inspections. This file includes the personnel register, the health and safety register, the workplace accident register and the risk assessment register.

What is a Public Accessibility Register?
A public accessibility register is a document that centralizes all information relating to the accessibility of the services and premises of an establishment open to the public (ERP). Its main aim is to ensure that all people, including those with disabilities, can access the establishment's services and facilities easily and safely. The register is mandatory under article R. 111-19-60 of the French Construction and Housing Code, and meets legal requirements aimed at promoting inclusion and equal opportunities for all.
Contents of the Accessibility Register
It must contain essential information such as The measures taken to ensure accessibility for disabled people, including specific equipment and devices. A certificate of compliance with accessibility rules or, where applicable, a certificate of completion of accessibility work. Procedures for welcoming disabled people, including information on accessible facilities (elevators, access ramps, adapted toilets, etc.). Training courses for staff in contact with the public on how to welcome people with disabilities, and procedures to follow in the event of an emergency situation for people with disabilities.
